Main Article Content

Abstrakti

Artikulli trajton historinë e qëndrimit të diplomacisë së SHBA-së, në periudhën e fundit të Luftës së Parë Botërore dhe në katër vjetët që pasuan Shqipërinë, çështjen kombëtare shqiptare, statusin shtetëror, kufijtë dhe çështjet që lidhen me shtetformimin e brendshëm, si kusht paraprak për të hyrë në marrëdhënie ndërshtetërore. Kjo periudhë kohore e viteve 1918 (dhjetor) – 1922 (korrik), që përkon me ripërcaktimin e statusit shtetëror, kufijve (9 nëntor 1921) dhe përmbylljes së njohjeve ndërkombëtare më 28 korrik 1922, përkufizohet si koha e pavarësisë dhe e shtetformimit të dytë të Shqipërisë në epokën moderne. Autori ndjek historinë e ndryshimit të qëndrimit amerikan ndaj të drejtave të popullit shqiptar nën veprimin e disa faktorëve, nivelin e implementimit të parimeve racionaliste dhe realiste të Diplomacisë së re të promovuar nga Presidenti Wilson në mjedisin ende intrigues të Konferencës së lartpërmendur, lobimin e faktorëve të jashtëm proshqiptarë, të mërgatës elitare shqiptare në SHBA dhe në Europë, ndërhyrjet e Selisë së Shenjtë në mbrojtje të të drejtave të popullit shqiptar etj. Ndalja e kursit të vjetër diplomatik, ndjekur nga Franca, Italia mbështetur indirekt nga indiferentizmi fillestar i Britanisë së Madhe, ndodhi falë qëndrimeve të prera dhe parimore të diplomacisë amerikane. Pikërisht këtë ndërhyrje, bazuar në dokumentacionin arkivor ka ndjekur autori. Pjesa e fundit e artikullit u kushtohet njohjes zyrtare dhe vendosjes së marrëdhënieve diplomatike mes Shqipërisë dhe SHBA-së.
